Lee Swank
Environmental Specialist
Lee Swank has been working in the environmental sciences field for the last 11 years and joined MMS in the spring of 2018. Her background includes natural resource management and inventory, wetland delineation, and soils analysis. She currently serves as an Environmental Specialist for MMS Consultants and provides a variety of environmental services including Wetland Delineation, Permitting and Mitigation Design, Natural Resource Inventory, Soils Analysis, Septic Design, and Phase I Environmental Site Assessments.
Lee has worked closely with various Army Corps of Engineers divisions, U.S. Fish and Wildlife Service, the Iowa Department of Natural Resources, and several local government agencies.

- City of Coralville, Coralville, Iowa – Conducted a wetland delineation and led
404 permitting for the extension of an arterial road for the City of Coralville. - Trail Ridge, Solon, Iowa – Conducted a wetland delineation and led 404 permitting,
including extensive coordination with the USACE and EPA, for after
the fact impacts associated with the development of a 206-lot residential
subdivision. - Auburn Ridge, Coralville, Iowa – Conducted wetland delineation and led
404 permitting for a 50-lot residential subdivision. Assisted in the design of a
4.5-acre stream mitigation site, and stormwater wetlands for the subdivision. - Shuey’s, Shueyville, Iowa – Designed on site wastewater treatment for a
restaurant. - Oak Meadows, Solon, Iowa – Conducted natural resource inventory, wetland
delineation and 404 permitting, and soils analysis for a 25-lot residential
subdivision. - Barger Construction, Washington, Iowa – Phase I ESA investigation for
recognized environmental conditions for commercial property in accordance
with ASTM-E1527 Standards. - Troyer’s Meadow, Solon, Iowa – Conducted natural resource inventory,
wetland delineation and 404 permitting, and septic concept design for 51-lot
subdivision. - Bur Oak Land Trust, Johnson County, Iowa – Phase I ESA investigation for
recognized environmental conditions for rural property in accordance with
ASTM-E2247 Standards - City of Waterloo, Black Hawk County, Iowa – Conducted wetland delineation
and led 404 permitting for the development of a 28-acres site for light
industrial use. - City of Ely, Ely, Iowa – Conducted wetland delineation and permitting for a
trunk sewer extension project spanning 152 acres.
Rachel Nardone, P.E.
Licensed Professional Engineer
Rachel began her career in engineering as an intern for MMS Consultants from 2012-2018. Following graduation from the University of Iowa, she worked as an Engineer in Training in the Dallas-Fort Worth Metroplex specializing in mixed-use commercial, multi-family residential, and large-scale industrial land development design and construction phase services. She returned to MMS and earned her professional engineering license in 2022.
While at MMS, Rachel has continued to build her expertise in land development engineering and project management, while broadening her experience to include single-family residential and water resources design.

Lacey Stutzman
Project Manager

Chris began his career as a civil engineer in the Des Moines Metro Area working in land development. His project experience includes residential, commercial, mixed use, and industrial.
